    • The main purpose of the study is to investigate effect of manpower development and employee performance using Ministry of Finance, Akwa Ibom State as case study. The study adopted the survey research design and conveniently enrolled participants in the study. A total of 150 responses were validated from the enrolled participants where all respondent are staff working in Ministry of Finance  in Akwaibom State. Self-structured questionnaire was issued to the respondent and  were validated from the enrolled participants. Data was analyzed in frequencies and tables using simple percentage, mean and standard deviation.

      The extent to which the training of manpower development  in Ministry of Finance, Akwa Ibom State is on the average and the manpower development policies prevalent include seminars, workshop, understudy assignment, conferences and job rotation. Further findings conclude that Manpower Development influences Employee Performance  by  enabling  personnel cope with their job role and giving their best,  increasing employee job satisfaction and morale of the military personnel, improving personnel commitment to their job role and enabling the personnel to innovate new strategies to execute his or her task.The study among other things recommend that organization should make training programme more appealing to the employees by synchronizing it with their career goals and training need assessment of the organization. More so, Training and manpower development  programme should also be design to acquaint individual participant with specific knowledge and skills required to improve their efficiency in the organization, while serving the career goals of the employee.
