      SUMMARY, CONCLUSION AND RECOMMENDATION
      5.1    SUMMARY
      This project work is aimed at providing a software model for grouping a set of related records in the Federal Road Safety Commission. The system has been designed to automate data for which vehicle owners are being registered. Consistency, reliability, fairness and quick turnaround time is ensured with the use of this system. Based on the model used in this software, further improvements can be made in order to include other features and parameters for registration.
      5.2    CONCLUSION
      In conclusion this research work has provided a software model and an automated system that will ensure efficiency, speed, reliability and effectiveness in the retrieval process in this agency. The results of the experiments carried out in this research have revealed that the technique of data clustering is applicable in the process of information retrieval. Indeed, the relevance of this study cannot be overemphasized, if employed it will reduce the work load and stress involved in the manual retrieval process.
      5.3    RECOMMENDATION
      The use of manual methods for Storing, searching, sorting and retrieval of records lack the need for consistency, reliability, efficiency and effectiveness required. Using a system as this would ensure that the administrative officers of the agency would work with the stipulated guidelines for information retrieval. Also further research can still be made in comparing Tree-Structured clustering techniques with other clustering techniques.
