In theory and practice, there are so many techniques utilised in forecasting the demand for human resources. In line with McGraw-Hill (2002), labour demand is primarily based on three different sources that can be viewed from figure 2:

1. External Factor: The demand for certain classes of personnel and skill is also influenced by changes in political, legal and social structure in an economy. Technology, however, is a double-edged weapon consequently making its influence on human Resource plan difficult to predict. Demand in one department (book keeping, for example) may decrease while increasing it in another (such as computer operations). High technology with all its attendant benefits may compel organisations to go lean and downsize workforce suddenly. Employment planning under such situations becomes complicated. Based on this, forecasting is perceived more as an art than a science, providing inexact approximations rather than absolute results. The ever-changing environment in which an organisation operates contributes to this problem (McGraw-Hill, 2002).
