    • 4.3    Summary of Findings 
          The findings of the study are that:
      1.    Government at all levels play significant role in the establishment and development of Early childhood Education in Ilorin south Local government Area of Kwara state; particularly in terms of:
      •    Establishment of Early Childhood Education in almost every primary school.
      •    Provision of adequate teachers and care givers to handle the kids.
      •    Provision of adequate training and re-training of teachers and care-givers for ECCDE.
      •    Provision of adequate equipments and instructional materials.
      •    Provision of recreational facilities for the children.
      2.      Communities surrounding the school have been making their own contributions too through:
      •    Donation of classrooms
      •    Protection of school buildings and other facilities
      •    Complimenting school with disciplinary matters.
      •    Allowing schools to benefit from its social amenities like water, electricity, e.t.c.
      3.    The private sector has also been playing important roles in the development of ECCDE in Ilorin South L.G.A. in the following areas:
      •    Providing support in the area of vehicles for transportation of teachers and pupils.
      •    Assisting with relevant instructional materials
      •    Some donating toilets, water system and text books to the school.
      •    Organizing seminars and workshops for teachers and care givers.
      Early years in life are the most important to the formation of intelligence, personality and social behaviour of a child. The year before a child reaches Kindergarten are among the most critical in his or her life to influence learning. That is why modern societies show serious concern for the education of their young ones by providing needed support to prepare them to succeed later in school (Ejieh, 2006).
      4.4    Discussion of Findings
      It has been found that Government has a great role to play on early child education in Ilorin South; this was generally agreed by the respondents as a significant means of enhancing quality education Kwara State and Nigeria in general (table 5). More than just making policies, the government also establish schools and provides staff and instructional material to enhance early child education. In addition to making policies that support early child education, infrastructure of every kind is supposed to be suitable to the Kids at pre-school. Standing (1957) explains that the environment should exhibit Construction in proportion to the child and his/her needs.
      The practice in most societies to make provision for early childhood education programmes of various sorts for children below the official school-going age (usually 6years) mainly to prepare them for education in primary schools (Obidike, 2012). The Federal Government of Nigeria recognizes the importance of early childhood education in Nigeria and as a result it was given prominence in the National Policy of Education (FRN, 2004) as one of the programmes in the Nigerian educational system. Therefore, majority of respondents indicated that there was a need by government to provide appropriate infrastructure such as classrooms and toilets at every early child education Centre (pre-primary schools). They said most of the existing primary schools had very old buildings; with structures characterized by broken glass panes, cracked dirty walls, with little light inside, very dirty and with high stare cases or without ramps, making pre-schoolers crawl to reach classrooms every school day. Educating our Future (FGN and UNICEF, 2003) clearly states that provision of desirable education involves prescribing specifications for furniture, equipment, aids and infrastructure. If not quickly checked, the undesirable infrastructure may hinder access and full participation by children below the age of seven in the already existing government primary schools. Ahmed (2000) reported that, physical facilities provided for science education in secondary schools are inadequate.
      Pre-primary school section for early child education should contain specific learning and teaching materials. According to the finding of UNESCO (2007), an effective Early Childhood Education program should exhibit some essential play and learning materials that include adequate supply of developmentally appropriate materials for play, materials and equipment which are safe, clean and in good conditions, sufficient quantity of materials to enable learners work in small groups and should be easily accessible to the child, materials which promote gross and fine motor development and help the child to discover and explore including constructing and reconstructing. It should promote sensory exploration and social interaction along with creative expressions through arts, painting, etc.
      The study had also shown that local communities had played a great role on early child education in Ilorin South Local Government Area; this is by their donation of land, building of classrooms blocks, assisting with casual staff and allowing the schools to benefit from their social amenities (Table 6).
