      REVIEW OF RELATED LITERATURE
      This chapter review literature on computer education and administrative performance, under the following sub-headings.
      1.    Theoretical frame work
      2.    Concept of computer
      3.    Computer education
      4.    Concept of administration performance
      5.    Appraisal of literature reviewed
      Theoretical frame work
      The important of information technology in the development of computer education and administrative performance in public secondary schools in Oorelope Local Government area, Oyo state cannot be over emphasized. This has led to the development of various theories on how to and why user accept or reject new technologies in carrying out their various tasks several other theories have been proposed that supported the diffusion and the use of computer. The theoretical framework for this study proposed a number of relationship and interactions. It proposed the characteristics of individual such as demographic attributes, stages of computer adoption, prior experience with computer (training in computer uses) computer skill acquisition as a correlates of administrative performance.
      The input- process- output (IPO) which is otherwise known as IPO+S is a functional model and conceptual scheme of a general system the diagram of IPO examines inputs, its outputs and the processing steps required to perform the input into the output. IPO consists of minimum of three major components viz: it can be used to convey system fundamental in information technology however, there is optional component storage (s). There are many forms that data can flow into a particular system.
      The data flowing into the system from outside can be regarded as input while processing is the action of manipulating the input into understandable form. However. Output is the flow of information out of a particular system. The definitions of the form components are summarized below.
      Input (I);- Idea, information as well as resources used in creating a program.
      Processing (P):- This is the action taken when using or storing material Output (O):- This is the outcome of the processing that normally exit the system.
      Storage(S):- It is the location where materials inside the system are kept for future use.
      In addition, the value of feed back to the input and process part of the computer model showed is taken into consideration. The theoretical framework will make uses of input process- out in order to give the detail of the situation.
      Fabunmi (2000) pointed out that theory is a systematic statement of certain interrelated principles and concepts that explain a specific set of observation.
      The theoretical framework that was appropriate for this study is derived from the "systems theory" according to Aderogba (2002), systems theory provides a good foundation for the study of the educational organisation because it is made up of the interrelated, interdependent and interacting parts especially in organisational technology and personnel performance that are function of input and output.
      Hicks (1987) in Aderogba (2002) defined system as a set of interacting component that operate with a boundary for some purpose are to represents the theoretical framework of the general model of all systems, there are two type of system namely "open and closed system" open system interacts with the environment to survive, that is it accept resources (inputs) from the environment and exports resources (output) back to the environment. The computer is the input of the system whatever that happens with computer facilities such as availability of computer, accessibility, competence in the use of computer as well as challenges affecting the use of computer are all regarded as the process of the system.
      The training and retraining of the personnel is also process of the system. In addition, the product of the process is the output which is likely to result in high administrative performance. However, the output should be evaluated so that administrative personnel will be able to ascertain, may be the output of the system is the way it is expected or not. This is feedback which goes back to the input if the product of the output is not expected therefore, it has to be corrected may be by repairing the damaged computer or buy new computer in the educational system.
