At rightly observe by Okorie (2012) the potential of the computer is so great, both as an instructional medium and as object to learn with. ICT based technological products like computers has great potential to supplement traditional learning. This is so because ICT enhance learning can provide new opportunities to explore. High level cognitive activities such as autonomy, creativity, problem solving and team work while providing teachers with the means to take into accounts individual's need of student, especially while using web-based technology.
The knowledge of the computer has enhanced student and lecturers within the university to control, manipulate and contribute information to learning and leaching environments and teaching environments as interacting books, journals and the like are usually made available via internet (oxford report 2012).
The use of multi-media projector in classes enhances performance in course materials delivery and provides maximum attention to students as they could read from digital screen with the use of projectors.
Computer Education
Onivehu (1993) maintained that the strategies for introducing comprehensive computer literacy programmers in the Universal Basic Education system in Nigeria shoned reflect the reality of how computers are most frequently used. Obviously, it should be used to support instruction in a wide range of subject including vocational and technical subjects.
A few years back when there were no computers anywhere in Nigeria, one actually wonders at the sudden upsurge of the computer revolution that has come upon us with amazing speed that is only comparable to the industrial revolution.
The industrial revolution changed human society on a massive scale introducing electricity, telephones, radio, automobiles and airplanes and computer revolution also bring dramatic shifts in the way we live, causing more dramatic changes than the industrial revolution.
Computer education factors include parental influence, peer group, family backgrounds, interest and aptitudes (subject motivation) which are very paramount in the decision making process of students in their choices of subject combinations. There are also various computer and opportunities available for students who undertake various computer education programmes and there is no doubt that with the introducing of various computer education programme like desktop publishing, data processing, web design, computer engineering, internet networking, Q-basic among others, large businesses and government organizations will offer the greatest number of employment opportunities to students. In the area of marketing, sales and others like jobs, people who are technically competent in the areas of computer hardware and software are already in great demand in large and small organizations^Adewoyin,2000; Humphrey,2003)
CONCEPT OF ADMINISTRATIVE FUNCTIONS
Fundamentally, the term administration connotes the direction of affairs. It refers to guidance, leadership and control of the effort of a group of individuals towards some common goals (Fadare, 2001). The administrative functions include planning, organizing, coordinating, directing and decision-making e.t-9. these function are describe as follows.
Planning: according to Okorie (2002), planning involves a purposeful preparation and setting of goals and objectives to be achieved, It is deciding in advance what to do, how to do it, when to do and who is to do it.
Okoro (2000) believed that planning is the most basic of all the managerial functions, and it involves selection of mission objectives and the actions to achieve them. They further mentioned that planning require decision making, that is choosing from among alternatives future course of action. Okorie (2002) affirmed that planning allows managers to anticipate the effect of future events thus helping the organization to minimize the limitation of the present and to meet the future with relative confidence and success. Opadokun (2004), stated that planning implies that manager think through their goals and actions in advance and that their actions are based on some method plan or logic rather than on a lunch.
The major steps in educational planning are
i. Establishing the educational goals or objectives
ii. Defining the present situation in terms of available material and human resources.
iii. Developing a plan or a set of action for reaching the goals.
iv. Identifying the aids and barriers to the goals.
v. Evaluating the result.
