    • What is most important is that every school administrators plans ahead the steps to be taken in order to achieve the school objectives. This can sometimes be affected in conjunction with parents (during the Parent Teacher Association meeting) at the beginning of the school year.
      Organizing: According to Oyedeji (2012) organizing involves the establishment of a formal structure through which work is sub-divided and coordinated to attain specific goals. Here, activities and resources (i.e. human and material) are determined and grouped in the most efficient manner to achieve the set goals.
      Okorie (2010), view organizing as bring together of resources people, capital, supplies and equipment which helps to coordinate staff members and material into a system in the most effective way to accomplishing the work. Ogunsaju (2000), views coordinating as the ability to create structural work, it is a process of management which focuses attention on the structure and process of allocating tasks to achieve common objectives. Abdulkareem (2010) stated that coordinating involves synchronizing and harmonizing individual's and group's effort by translating the plan into activities to achieve results the actions of various members of the organizations. Goals are better achieved when the administrator arranges and unifies the activity and effort of the people. This phase enables managers to ensure that the right job is done at the right lime (Okorie,2010).
      Abdulkareem (2010) stated that under this functions, a manager leads and supervises his subordinates in a bid to ensure that the policies and techniques established for achieving the objectives of an organization are properly and successfully followed. It is concerned with the authority that issues directives consult, and decides.
      Ukeje (2008) opined that decision making is the study of identifying and choosing alternatives based on the values and preferences of the decision maker. Making a decision implies that there are alternative choices to be considered and in such a case we meant not only to identify as many of these alternative as possible but to choose the one that best fits with our goals, desires, lifestyle values and so on.
      Mohammadu (2014) sees budget as a collection of figures which shows such things as planned environment, recruitment, forecast accost and asset change. Mohammadu posited that budgeting is the process of making collection of figure relatives to institutional proposed activities over a given period of time and matching the figure to the appropriate sub-head. He state further that budgeting can also be viewed as the process of articulation and presenting a formal and quantitative statement of demand for proper planning.
      CONCEPT OF ADMINISTRATIVE PERFORMANCE
      An organisation whether educational or otherwise is viable only when it accomplishes the goals for which it is establish and this requires the system of administration of that organization to be effective. The concept of effectiveness has received wide attention in organisational literature.
      Nwankwo (1993) conceptualize effectiveness as the capacity to survive, adapt, maintain and grow regardless of the particular objectives to he fulfilled. Effectiveness must be related to the achievement of some purpose, objective or task to the performance of the process of management and the execution of work.

      Musaazi (2002), conceived effectiveness as involving an output to the society. It implies awareness and successful interaction with environment constituencies. In addition, conceptualize effectiveness is the task accomplishment and an act by which employee carryout their assigned duties in accordance with laid down rules and regulation.
      Kinta (2010) concluded that effectiveness is the degree to which an employee attain short (ends) and long term (means) goals, the selection of which reflects strategic constituencies, self-interest of the evaluation and the life stage of the organization. School administration can regarded as an effective one if it has achieved the accepted objective of the organization using the resources as its disposal. The inability of the principal to perform his administrative task in such a way that the education objective are achieved will be regarded as ineffectiveness in the part of principal as the school administrator.
      Adewuyi (2002) opined that effectiveness is determined by productivity, stability, morale, turnover, rate, degree of integration, maximization of individual potentialities and values contributed to the society. Adewuyi maintains that a school with low productivity, how morale, high turnover of teachers, disgruntled teachers with little or no contribution to the society can be regarded in effective. Therefore the school administrators should examine themselves so as to discover where they belong i.e whether they are ineffective of ineffective, and then make amendments in order to salvage their school organization in particular and the educational system in general.
