    • The federal inspectorate service of the Federal Ministry of Education is directly responsible for quality control and maintenance of standards in institutions below the tertiary level. Decree No 16 of 1985 outlined it’s objectives to include:
      •    Maintain minimum standards in education practice nationwide.
      •    Operate common system of education practice nationwide.
      •    Introduce classroom innovation
      •    Achieve quality education in Nigeria
      Unfortunately, the inspectorate services both at the state and federal levels have not lived up to expectation. This is because the inspectorate service is plagued by a number of issues and challenges. A study carried out by Ogunu (2001) revealed that inadequate number of inspectors, inadequate funds for inspection, lack of transportation among others were some of the problems encountered by inspectors.
      The issue of quality control cannot be over-emphasized. It is one of the strategies for establishing quality assurance in the inferior education system at all levels. Ojedele (2007) views that; quality control should be of concerns to the country in its drive towards technological development. For this to be successfully carried out, there is need to examine the qualification of teachers, teachers gender, the adequacy of the curriculum, availability of equipment in the required number as well as the proper use of the processes involved in the various skills to ensure that the finished products are of high standard.
      TECHNIQUES OF QUALITY CONTROL
      The techniques used for quality control in education include:
      Monitoring:
      Monitoring can be defined as “an ongoing process by which stakeholders obtain regular feedback on the progress being made towards goals and objectives” (United Nations Development Programme,2009). Monitoring is an important source of information for program evaluation. Ehindero (2001 )defined monitoring as the process of collecting data at intervals about ongoing projects, school teaching and learning activities as well as programmes within the school system. The aim is to constantly assess the level of performance with a view of finding out how far a set of objectives are being met. Monitoring is a continuous assessment that aims at providing all stakeholders with early detailed information on the progress or delay of the ongoing assessed activities. It is an oversight of the activity’s implementation stage. Its purpose is to determine if the outputs, deliveries and schedules planned have been reached so that action can be taken to correct the deficiencies as quickly as possible (Wikipedia, 2015). Monitoring is the internal project activity of providing feedback to project management on the progress of the project, the problems it is facing, and the efficiency with which is being implemented (HariHuijsman 2002). Monitoring is a system of activities with three critical components: it requires the regular collection of information, evaluation of that information, and most importantly, it the evaluation results in an institutional (project) action (Kiesler and Sproull, 2008).
      Monitoring as technique of Quality Control include:
      i.    Input monitoring: The assessment of human and physical resources in a project, and whether they are expended as planned, is called input monitoring. It is to ensure that a project is of rating at some predetermined standard, in other words, a project is operating as stated in its plan of operation. Input monitoring is mostly directly to the input of a project in the educational system. Examples of input monitoring are the administration of the distribution of textbooks to schools, or an account of delivery of in-service workshops to teachers.
      ii.    Process monitoring: It is directed to the process in which a project is involved, in order to assure that these processes are indeed contributing to the expected output. Example of process monitoring are the assessment of whether distributed textbooks are being used in schools, or the investigation of whether lecturers are participating in in-service training as was planned.
      iii.    Performance monitoring: The assessment of whether the project achieves the planned change in the educational system is called performance monitoring. Examples of performance monitoring are the study of whether students have mastered the content of the textbooks, or a report on whether the teachers have changed their teaching strategies
