    • •    School inspection is a statutory requirement. First, the National Policy on Education (1998) explicitly states that the Federal, State and Local Government will collaborate in ‘monitoring and maintaining minimum standards at all levels of education below the tertiary level’. It also goes to elaborate on the goals of the inspectorate services and the functions of inspectors (sections 12). But what lends legal force to current inspection practices and makes them mandatory is Decree 16 of 1985 which is titled, “Education (National Minimum Standards and Establishment of Institutions) Decree”. Reports arising from school inspections make it possible for the quality of education offered in one school and the standard attained to be compared with the quality and standard in a similar school elsewhere in the country.
      Other reasons for inspecting schools include:
      •    Inspections reveal the strength and weakness of a school with a view to:- improving teaching and learning-assisting in the development of needed teaching competencies.
      •    It examines continuously school instructional goals and assess teachers’ performance in meeting such goals.
      •    It helps interpret school programme to the community.
      •    Finally, the Ministry of Education and the teachers are linked through inspection visits.
      OTFIER STRATEGIES FOR QUALITY CONTROL INCLUDE IN EDUCATIONAL SYSTEM INCLUDE:
      (i.)    ACCESS AND EQUITY:
      Ojedele (2007) asserts that the trend of students transiting from the junior secondary school to other level of education has not been encouraging as it has been falling short of the expectation. He argued further that, the issue at the tertiary level presents a situation that calls for concerns in terms of variation in access at the Universities, Polytechnics and Colleges of education and in terms of gender disparity.
      (ii)  ESTABLISHMENT OF MINIMUM ACADEMIC STANDARD:
      There is need to ensure that minimum academic standards are established for each level or cadre of the education system i.e. the primary, secondary and tertiary levels. This is very important as the minimum standard that serve as the bench mark for operation. All institutional operations (private or public) will be in conformity with the minimum academic standard. The administration and implementation exercises of the minimum academic standard will be the responsibility of the respective arms of the education system. Thus, at all levels, it will be ensured that the bench mark minimum academic standard is maintained and adhered to.
      (iii) STUDENTS SUPPORT AND MENTORING SERVICES:
      There should exist in each institution effective students’ affairs and counselling scheme. This division should be responsible for student’s personal support and guidance. This should involve students advisers on procedures governing general academic issues such as transfer, appeals, change of courses etc. students advisers should be trained and be responsible for students’ mentoring scheme.
      (iv) EFFECTIVE RECORDS MANAGEMENT SYSTEM:
      Each school should maintain effective records management system capable of providing information and data for management decisions at all times. Management information system for each school should be properly configured and customized to serve the information needs of the institutions. Both students and management information for public consumption should be disseminated timely, and as appropriate as possible. Effective financial records are also vital for prudency and accountability in expenditure. This in turn prevent wastage and put check into the educational system.
