THE NEEDS FOR SCHOOL QUALITY CONTROL
In educational parlance, the
need for quality control seems to be a bit different considering the
fact that Education in Nigeria is a social service which is given solely
for public consumption as against other profit oriented business. Thus,
the need for school quality control slightly differs as it includes:
•
Prevention of wastage in the educational system: Education requires a
lot of input for the process to finally give a quality output; as such
education is capital intensive and required earmarking huge sums of
money or fund to carry out educational expenditure. As much as funds are
required, there should be a regulatory or evaluative mechanism to
assess the level of success or otherwise of investment in education.
With proper quality control measures, corruption and siphoning of funds
would be eradicated. More so, effectiveness and efficiency of programme
would be promoted which would eradicate wastage in the educational
system.
• Ensuring minimum standards and requirement in the
educational system: another need for quality control in Nigeria
education system is to ensure that minimum standards are met at all
time. There are established standards and requirement set out by the
government to promote and maintain academic excellence in such school.
•
Evaluating the effectiveness or otherwise of an educational programme
frankly speaking, quality control is an important instrument to measure
the effectiveness of any educational programme. Using appropriate
quality control mechanism, such as monitoring and supervision of both
human and material resources. It is possible to evaluate the success or
failure of educational programme through the feedback available.
•
Eradicating redundancy and promoting efficiency within the educational
system: quality control also helps in eradicating all forms of
redundancy within the educational system. When proper inspections are
carried out in secondary schools, both teaching and non-teaching staff
will be proactive to their primary assignment of improving the academic
performances of students
• To ensure there is quality inputs, process and output of students within the educational system:
• To determine the number of classrooms needed based on the average class size to ensure quality education.
• To determine the level of adequacy of the facilities available for the attainment of educational goals
• It would ensure how the financial resources available could be prudently and judiciously utilized
QUALITY CONTROL AND SUPERVISION
This is the effective management of the school to meet up with the laid down educational standard and objectives. The concept of supervision actually started with the advent of the missionaries. It has been a major step to guide and control all education activities. Supervision is essentially a leadership function, The act of supervision is watching other people working. It is a kind of super-ordinate subordinate relationship where a superior officer instructs, over sees and corrects a junior offer to enhance effective performance. Ogunsanju (2011) defines Supervision as an important phase in the administration of instruction and instructional personnel which focuses attention on the modification of teaching behavior through interaction between and among the people.
The classroom is likened to a factory and each teacher’s role likened to a work pattern in an assembly plant. Just as an individual worker is responsible for the production of a good quality to the organization specification, an individual teacher is responsible for providing or imparting knowledge to the individual students according to the prescribed syllabus. Education is a complex industry which utilizes the societal raw materials in the production of man power. Therefore, quality education can be linked with the efficiency and the effectiveness of the school supervisors (external and internal). The supervisors are formally designated official to interact with the teachers in order to improve upon the quality of teaching learning process and utilization of instructional material and aids. To perform supervisory role, a supervisor must be an expert in education and understands what is been taught in the classroom in order to be effectively deliver. A supervisor should be accommodating and friendly and serves as an advisor. Whether a supervisor is appointed or required by the virtue of his position.
Aderonmu (2012) identifies the following duties as that of a supervisor:
(i) Planning
(ii) Administration
(iii) Supervision
(iv) Curriculum development
(v) Demonstration teaching
(vi) Induction and seminars
(vii) Evaluation
