DECISION MAKING THROUGH COMMAND
This involves the ability of those in superior positions like the school principal to command those under their jurisdiction even against their will backed up with reward and sanctions. It involves hierarchical relationship among super ordinate and subordinate.
From the explanation given above, one may wish to choose the strategies of decision making that would be suitable in the achievement of organisation goals. According to (Olagboye (2004)†there cannot be any one strategies of decision making that can be prescribed for all times. Some policy decisions are bound to be delivered through command and other through persuasion and bargaining. It is also possible that a combination of the three strategies can be adopted in on single policy decision making situation.
PRINCIPALS DUTIES
Aliyu (2002) the principal has a number of varied duties he is an education leader in his own right and his influence in considerable in the educational program of the school. Traditionally, he is a mid-way between the educational policy makers on one hand the staff and the student on the other being an agent who executes or transmits general rules and regulations as laid down by government and/or education board in charge.
The principal as an educational leader carried out two categories of assignment professional and administrative this strategies of decision making mostly depend on his personality background that is knowledge, skills and exposure and sometime environmental circumstance.
Aliyu (2002) remarked that had been discovered by lewin and Lippit and white (2004) in their classical experiment on “social climates†created by authoritarian, democratic and laissez-fare teachers and their corresponding influences on student personality development that.

While democratic atmosphere has been found to be flexible and child centered by the important of democratic leadership strategies cannot be over accentuated as stated by Siemens (2007) that.
In forward looking school, the beginning teacher can expect to find a head teacher who is skilled in human relation. The principal in such a school is a person who know to administer a school but by Siemens (2007) that. He understands that morale will be highest and people will best carryout decisions if they have a part in making them above observed traits should be encouraged by the school principal for participative and effective decision making.
APPRAISAL OF LITERATURE REVIEWED
Much has been written on leadership strategies and research like those of Aliyu (2002) Owolabi (2006) and Oni (2000).
This research was carried out to establish the most appropriate of the strategies and as well to affirm that none of the leadership strategies is absolute and as such no single one should be totally adhered to conversely a programmatic overview of the entire literature review that not much has been done in the direction of secondary schools principal decision making strategies band teachers effectiveness. This does not only buttress the need for this research exercise, but as well call for caution in relying on the finding of the various student to generalize on all other fact of educational setting in Ijumu. From available literature, this type of research effort has not been in the state, especially on decision making as perceived by the teacher in generally in the secondary school and thus make the study to be very unique.
