      REVIEW OF RELATED LITERATURE
      In this chapter, efforts were made to review relevant literature on the variables being considered. Therefore, the review was conducted under the following subheading.
      •    Concept and nature of teachers development programme
      •    Importance of teachers development programme
      •    Phases of teachers development programme
      •    Concept and nature of school effectiveness
      •    Teachers development programme and capacity buildings
      •    Factors influencing the teachers’ effectiveness and quality assurance.
      •    Teachers development programme and school effectiveness
      •    Appraisal of literature reviewed
      •    Concept and nature of teachers’ development programme
      Teachers development programme is the process of improving the skills and knowledge of teachers to change the way through which students are taught in classroom for better learning outcome. Teacher development programme is the strategy and programme aim at enhancing and transforming teachers educational pedagogy and system to prepare all young people with the knowledge and skill needed to function in a rapidly changing world (Audu 2002).
      It is a series of modules designed to meet the need of all teachers within and across a school (Audu 2002).
      Audu (2002) define it as pedagogical innovation and change management that reflect upon norms and mechanism of classroom instruction. It is a professional development content that is clearly structured, easy appropriately, sequenced and included activities to assist teachers in the construction of their own knowledge from previous experience to effective teachers (web, 2002). These experiences should be provided in an environment that is comfortable for teachers to explore experiment and practice with good tools and contents. Audu (2002). Teachers development programme is a comprehensive address of teachers’ learning and preparatory professional curriculum with emphasis on strength based approach to teacher and student learning. It provide in depth professional development for teachers with the aim of building capacity to provide rigorous and highly supported education opportunities for contents, academic and practices.
      Grazer (2002) views teacher’s development programme as growth that occur through the professional’ circle of teachers or organized in-service programme design or to foster the growth of teachers.
      Brook (2002) coined it as regular opportunity and experience for professional development over years with a view of achieving systematic growth and development.
      Needs for Teacher’s Development Programmes
      Grazer (2000) enumerates the following needs for teachers development programme:
      •    Teachers preparation: Teacher best preparation emphasize subject matter mastery and provide opportunity for them to spend in real.
      •    Emphasis on content knowledge
      •    Increased use of educational technology
      •    Creation of professional development
      •    School and innovative training programme
      •    Provision of early and adequate support
      •    Keep teachers up-to-date of new research
      •    Enhance policies, system and structure related to teacher’s development
      •    Improve the capacity of school principals, supervisors and teachers to work together and improve classroom instruction.
      Kedizor (2004) posited that teachers development programme is a prolonged face of classroom instruction that is integrated, with logical and incorporates experiences consistent with teacher goals, aligned with standard assessment and other refer initiatives.
