Hi: Flooding has added to the cost of transportation in Lagos State.
Hypothesis Two
Ho: Flooding has a negative impact on journey time on Lagos Roads
Hi: Flooding has a Positive impact on journey time on Lagos Roads

This
study on the effects of flood on road users is of immerse importance
and would be of use to the Government of Lagos state and other states of
the federation that are flood prone areas.
This study is going to add robustness to the existing but little literature on ground in relation to the research topic.
1.6 Scope and Limitations of the Study
The city of Lagos, where roads are in particular prone to flooding, is selected as a case study area.
The Study is focused on transportation disruption rather than on infrastructure damage due to flooding.
1.7 Definition of Terms
