      2.0    LITERATURE REVIEW
      2.1    DEFINITION OF BUREAUCRACY
          The term “Bureaucracy” has its origin in the works max Weber (1864-1920) a notable German Sociologist, political economist,  and administrative scholar who contribute to the study of bureaucracy according to him, the term bureaucracy comprised two different language inform “bureau” a French word for office while “cracy” being analyzed Greek word for power which coined together to means office power.
          Max Weber (1900) discussed bureaucracy as specialization of job scope, merit system, uniform principles, structure and hierarchy.
          According to him bureaucratic administration means fundamental domination through knowledge.
          Weber’s ideal bureaucracy is characterized by hierarchical organization, delineated line of authority in a fixed area of activity. action taken on the basic of, and recorded in written rules, bureaucracy official needs expect training, rules and implement by neutral official career advancement depends on technical qualifications judged by organization not individual.
          â€œThe decisive reasons for advance of bureaucracy organization has always been its purely technical superiority over any other form of organization Max Weber.
          While recognizing bureaucracy as the most efficient form of organization and even indispensable for the modern state, Weber also said it as a threat to individual freedoms, and the on going bureaucratization as leading to a “Polar right of icy darkness” in which increasing rationalization of human life traps individual in the aforementioned “iron cage” of bureaucratic rule based, rational control.
          In order to counter act bureaucrats, the system needs entrepreneurs and politicians.
          The American Heritage (2000) defined bureaucracy as an administration system in which the need or inclination to follow rigid or complete procedures impedes effective action. Collins English Dictionary (2003) defined bureaucracy as a system of administration based upon organization into bureaus, division of labour, a hierarchy of authority e.t.c designed to dispose of a large body of work in a routine manner.
          In other words “government, politics and diplomacy government or other official collectively by such a system it further strengthened it definition bureaucracy as any administration in which action is impeded by unnecessary official procedures and red tape”.
          Albrow M (1970), defined bureaucracy as an administration of government chiefly through bureaus or department staffed with non-elected officials, the department and their officials as a group promised to re-organize the federal bureaucracy.
          Ernest M. (1992) described the term bureaucracy as management or administration marked by hierarchical authority among numerous offices and by fixed procedures.
      The administration structure of a large or complex organization.
          Wilgon J.Q. (1989) described bureaucracy as a government typified by a rigid hierarchy of bureaus, administrators and minor officials, a body of administrators officialdom or administration characterized by excessive red tape and routine.
          Rudwigvon Miss (1962) defined bureaucracy as any organization in which action is obstructed by insistence on unnecessary procedures and red tape.
          It could be political seen as government that is administration primarily by bureaus that are staffed with non-elective officials Kernerman English (2006). Bureaucracy being referred to as traditional or classical system postulated a system based on the legitimacy or control by the superior and the obligation of adherence or obedience by the subordinate towards the attainment of organization goals.
      2.2    IMPORTANT OF BUREAUCRACY IN PUBLIC SECTOR
          The important of bureaucracy arises from the six and complexity of modern society’s and organization.
          This make it important for any organization setting to be administered by imperial and rotational rules arriving at maximum attainment of efficient and effective deliverance of such organization.
