2.4 THEORETICAL FRAME WORK
Bureaucracy as a tool for effective performance in the public sector, SDimon, H.A (1974), bureaucracy is define as a type of organization designed to accomplish large scale of administrative task which co-ordinates the work of a large number of people in a systematic manner it is usually the term applied to a system of government, the control of which is completely in hand of official that their power override the liberty of the administrator instrument or machinery which exist in each modern political community, for attachment of communal and social objectives.
It also refers to as the traditional or classical approach to administration, postulates a system based on the legitimacy which stipulates the control by the superior obligation of the obedience by the subordinates.
Bureaucracy is formalistic in nature and enforce by a system of sanctions and rewards.
ï¶ Efficiency: According to Ayodele S. (2009), ordinarily, the word efficiency is defined in terms of economic gain. It is for this reason that most writers agree that efficy is an economic concept. It means that given activity is being performed at a given rate at the least cost that is, spending less to attain maximum output. This definition is adding to the private sector where the criterion for the measurement of efficiency is the amount of profit made social efficiency is determined by examining how a particular program has promoted more values such as equality 2nd health environment. This implies that if a give output of anything could be attained as least cost, and then someone can gain without anyone losing. Specifically, this involves resources allocation. It specifies that even goods is obtained at least cost these goods must be distributed among members of the society that not redistribution take place among them benefit some without having others.
As it well known, government activities are finance from public fund and such, the public is interested in outcome.
Efficiency, according to oxford Dictionary means “the quality of doing something well with no water or time or moneyâ€.
ï¶ Public Sector, according to Ayodele S. (2009), Encompasses what is generally referred to as government service.
This includes the civil service parastatals, police and armed forces.
The performance in this sector can only be evaluated in term of efficiency and effectiveness in the relation to input invariable, this means improving the service which is the output of the sector. i.e productivity of the public sector.
Public sector, according to encyclopedia, organization that are own, manage, control and finance by tax payers money, by the government which are not profit oriented, but to render some essential services to the populace.
The organization is established the art of parliament and with well spelt out statutory responsibilities.
Oxford Dictionary defined public sector as the part of the economy of the country that is owned or controlled by the government.
It could be seen as individual section or unit of the nation is economic, socio-civil political operations that are functioning under the control of the state or its agents.
These are referred to the government companies or corporation or socio services orientation organization that is establish by the state.
