4.0 THE CONCEPT OF PUBLIC SECTOR
The concept of public sector is just like any other social science concept has been defined in different ways by different scholars.
Public sector is generally offers to as government services which includes civil service government parastatals, police and armed forces.
According to Joel (2000), the term public sector is generally used to denote an undertaking in which government has a large interest of ownership and management.
The united Nation defined public sector as an economic undertaking especially agricultural or commercial concerns which are owned (wholly or in part) and controlled by the State.
The new Age Encyclopedia (1977) defined public sector as regulated industrial that provides essential services and have natural tenderness towards monopoly.
Olanrewaju (2000), according to president Roosevelt, any business organization clothed with the power of government can be called a public sector.
Public sectors has also been defined as organization set up coordinated directed and controlled either or partially by the government in order to provide for the populace certain services through such organization.
Generally, public sector can be defined as any institute that is owned, manage coordinate and finance through tax payer’s money by the government with the aim of providing essential services to the public.
These institute are not profit-oriented and they are usually established by art of parliament with which there are well-spelt out responsibilities and functions.
These various definitions reveal that, there is no ambiguity on the meaning of public sectors.
The emphasis on ownership and control by the government, whether federal state or local governments.
An institute financed and controlled by public authorities is regarded as a public sector. Such institutions are public organization with specific or general responsibilities aimed at accelerating the development if the economic and socio activities of the country.
Public sectors are thus, a combination of public ownership, public accountability and business as managed for public-ends.
They are powerful agent of development and are important for the distribution of resource, wealth and influence.
Usually, policies regarding the activities of these institute and there programmes and performances are determined by government agencies and commission.
Public sectors are often referred to as owned enterprises (S.O.E.S) or public corporation.
Example of public sector in Nigeria are:

ï¶ Defense Industrial Corporation (DIC)
ï¶ federal and State Medical Central
ï¶ Nigeria port Authority (NPA)

ï¶ Nigeria telecommunication Limited (NITEL)
ï¶ Nigeria Textiles Mills
ï¶ Nigeria Sugar Company, Bacita
ï¶ Nigeria Bank For Commercial and Industry
ï¶ Unity Bank PLC
ï¶ Central Bank of Nigeria
ï¶ Federal Airport Authority of Nigeria (FAAN)
ï¶ National universities Commission (NUC)
ï¶ National Board for Technical Education (NBTE) Etc.
