Which all these organization are assigned statutory roles which are socio economic, industrial and commercial functions, financial and regulatory functions for development of the state at large.
4.1 PURPOSE OF PUBLIC SECTOR
The rational for the establishment of public sector organization is comprehensive when we look at the set of objectives that government is expected to achieve through these institutions.
In other words, the needs for public sector are discernable in the goal of establishment them Abinito according to Popoola, A.A. (2008), these goals includes:
ï¶ To ensure rapid economic growth and industrialization of the country, and crate the necessary infrastructure for economic development.
ï¶ To earn retune on investment and this generate revenue for development.
ï¶ To promote redistribution of income and wealth
ï¶ To create employment balanced regional or sectional development
ï¶ To assist the development of small scale and ancillary industries.
ï¶ To promote import substitutions, save and earn foreign exchange for the economy.
These shall be taken and looked deeply into and how they benefit the populace.
ï¶ To ensure rapid economic growth and industrialization of the country, and crate the necessary infrastructure for economic development: The establishment of public sector is an impetus for economic growth and industrialization. It involves the establishment of numerous organization and individual engaged in entrepreneurial activities.
In some instance, financial public sectors, such as the Nigeria Industrial Development Bank, Nigeria Agriculture and corporative bank, and Nigeria export and import bank has been established to provide both logistic rates to private sectors and investors so as to stimulate activities in certain sector of the economy.
Also, the establishment of some social service corporation such as power Holding company of Nigeria (PHCN), and the Nigeria Telecommunication LTD. (NITEL), an primary, secondary and tertiary institutions have served to provide necessary infrastructures and man power supply for economic activities.
Regulatory, public institutions have also serve to maintain standard and quality.
Domestic product (GDP), National income and per capital income and thus economic can socio growth development.
ï¶ To Earn Returns on Investment and thus General Revenue for Development: Some public enterprises or sector, particularly those in thee industrial and commercial category are expected to yield periodic income for the government institute or organizations such as Nigeria railway corporation, Nigeria sugar company, Bacita, Ashaka, Cement Company LTD. Kaduna, Nal Merchant Bank, FSB International Bank and corporate Affairs commission are examples of public organization that can easily operate at a profit and general revenue for the government. Some of them actually used to unit there were overtaken by the problem that led to their being Moribund, when public sector earn return on government investment in them, such revenue becomes available for further development activities.
ï¶ To Promote Redistribution of Income and Wealth: One of the essences of taxation is to take from those that have to give to those who do not have, directly or indirectly. When government use the day prayer money to establish public sector, they make available certain categories of the Populance, goods and services that would otherwise have been out of their reach, for example, it might be exorbitant and unaffordable for some people to access medical health care, western education, transportation service, electricity and portable water provided by private sector, but because the government has established public sector to provide these services at no cost or subsidized rate, such people are ask to enjoy such services which appears an indication of redistribution of income and wealth in the society.
ï¶ To Create Employment Opportunities: The establishment of public sector provides employment opportunities to a reasonable percentage of a country’s labour force. All over the world, government has tended to be the highest employers of labour.
The setting up of public sector has further served to reinforce this role of the government. This is because millions of personnel are needed to work in these sectors. They therefore provide sample opportunities for job seekers to secure gainful employment.
ï¶ To Promote Balance Regional Development: The spread of public sector to cover the various regional boundaries in a country is aimed at promoting balanced development in the different regions, it will be anti-development if some regions that might lead to population explosion. it is therefore desirable that regional development are balanced.
ï¶ To Assist the Development of Scale and Ancillary Industry’s: The establishment of public sectors is and impetus, the patronage of serving industries by public sector makes this possible. Also the available of raw materials as engendered by the establishment of small scale industries need relatively easier.
Furthermore, some public sectors, especially, financial corporation makes loans available to small sack business to boost their operations.
ï¶ To Promote Import Subscription, Save and Earn Foreign Exchange for the Economy Or Development: It is over-dependent on the important of most of its domestic needs for sustainable development, a nation should be economically product. in order to promote industrialization and make available, locally certain categories of goods and services, the government as at various time found it necessary to establish some public sectors which are productive, in the sense that those goods that are being imported are produced locally which have significances in the economy. Therefore the scare incurred on the foreign exchange are saved and even some of these products are exported after satisfying local demands.
