4.2 PROBLEM OF PUBLIC SECTOR
As a matter of fact, public sector has some lapses in their existence which make them look less productive or inefficient in their statutory obligation. Ayodele S. (2009) point out these problems as those of constraints faced by public sector, among these are:
i. Poor management
ii. Lack of proper integration into government administration
iii. Inadequate staffing
iv. Political pressure
v. Financial-related problem
vi. inconsistence socio-financial obligation and these will be taken one after the other and look deeply into:
i. Poor Management: Public sector are economic organization in their own right, even if they are not profit motivated, they are at least supposed to be self financing
But because of poor management, however, many public sectors remain heavy financial burdens on the government which continues to give than grant.
Many run on the model civil services, and are characterized by as much red-tape, routinization, internal-conflict, poor conditions of service and general efficiency and productivity (Akeredolu, 1995).
ii. Lack of Proper Integration into government Administration: Public sectors are often improperly integrated with other government administrative agencies. This crates a serious handicap to a single, corporation approached to achieving government objective, more so, as department supervision of the sector is usually loose.
iii. Inadequate Staffing: Some Organization lack the required and experienced staff, especially those with technical and expert knowledge required for efficient performance. Low moral of staff, nepotism and god fatherism, political patronage and the absent of large native industrial and commercial community already existing from which to obtain suitable personnel, are some of the factor that have compounded the problem of lack of suitable qualified skill in Nigeria public sectors.
iv. Political Pressures: There are all forms of political pressures on the public sectors which hamper their efficient performance. In the first place, Ministerial control and interference are known to have affected general policy, planning, appointment of board of member, pricing, wage negotiations sitting or, projects and supervision of service. it is usually the case that sundry politicians and influential people in the society and government flock the sector to have their relatives, friends and wards appointed, promoted or salvaged from one trouble or the other. Through such influence people who have embezzled go scot free, the implication of undue political interference and pressures consists in inconsistence policies, double standards. Lack of discipline, victimization, reduction in productivity, institutionalization of scared cows and ultimately, general in efficiency.
v. Financial Related Problem: Financial irresponsibility comes in various forms, many public sector have their functional and responsibility because of inadequate financial, organization which required heavy capital outlay fall within this category while other forms are embezzlement, misuse of funds redundant employment policies, unwise financial and investment decision and lack of cost effectiveness and evaluation shortage of spare parts and motor materials.
In Africa and other third world countries most of the machineries being used are imported along with them as maintenance officers, usually either, by coincidence of design, complete their expensive contracts at the time the machineries of then get into discuss. Cases of broken down television and radio transmit of unavailability of space part and other materials abound all over Nigeria. The upshot is gross inefficiency and financial losses (Ayinda and Onihri, 1971).
vi. Inconsistent Socio-Financial Efficiency: The Inconsistency in the socio-financial efficiency obligation arises from the constants place on public sectors by the need to act in public interest, therefore continue in existence and attract government subsides even, when they are recording a heavy financial aspects.
