    • 4.3    SOLUTION TO THE PROBLEM OF PUBLIC SECTOR
          As a matter of fact that public sectors is faced by numerous problems, which if effectiveness and efficiency are to be recorded by this brand of government, their should be some practicable solution to those identified challenges of the sector.
          According to J.V Anyaele (1994) there are some measures and controls which when strictly adhere tilt would provide some measurement and valuable solution to the problem faced by the public sectors.
          These control are: i. Parliamentary control ii. Financial control
      iii. Judicial Control iv. Ministry control v. public control
      i.    Parliamentary Control: As its early stated that, public sector is any institution or organization established by the act of parliament, therefore, this parliament has some immense control or over the operational and functional obligations of these sector which appears to be inform of well-spelt out responsibilities by parliamentary arm of government.
      The obligations duties and responsibilities of those organization should be monitored by the act that established them so as to ensure productivity and efficiency.  
      ii.    Financial Control: It is believed that, this brand of government is fund by public or tax payer money by the government, so this same government in a very broad way has some element of control of this sector financial.
      The capital and financial operation of these institutions should be strictly over- sees by the government of these organizations in such a that efficiency and effectiveness shall be recorded.
      iii.     Judicial Control: There should be some well stated guidelines, principles, rules and regulations that would be engineering the functional and operational obligation of the public sector in which a cleared- stated sanctions and punishment should be strictly put in place to curb and control any act of gross misconduct among the personnel of the public sector in order to ensure efficient delivery of those institutions.
      iv.    Ministerial Control: As it is believed that public sectors are subjected to ministerial responsibility, therefore these ministerial headed by various respective minis5ters have some administrative control of these which seems to be some kind of check and balanced, a which dog of the operation s of these public sector, hence, ensure that objectives and goals of establishing these organization or co-operation should be met through an efficient operation.
      v.    Public Control: Public control been an organization that is financed by government through tax prayers money which makes it liable to public accountability and assessment.
      If these people that have their naira and kobo in the funds that established these organizations are to be given their dried right to assess and evaluate the performance of these establishments, this would ensure efficient performance to certain degree in public sector. Satisfaction of work from the staff, and actually in operating the public sector, however, all these misconducts and malpractices are yet to be wiped-out.
